 北市加強取締露天燃燒 為好空氣把關

(記者黃秀麗台北報導)為維護北市空氣品質，減少露天燃燒農業廢棄物，臺北市環保局自104年起於關渡平原二期稻作收割期間，每年持續執行「陸空聯合稽查專案」，強力稽查取締露天燃燒不法行為；該局統計關渡平原收割期間露天燃燒的陳情數已由103年的66件，逐年遞減為104年26件，105年13件，106年1件，顯然已有效達到遏阻露天燃燒的效果。

臺北市環保局表示，今年12月1日起仍將進行「陸空聯合稽查專案」以加強稽查取締，於關渡平原二期稻作收割期間，派員進駐北投垃圾焚化廠觀景臺，利用制高點的優勢，俯瞰關渡平原，一旦發現濃煙升起，立即通報稽查人員進行地面巡查及動用空拍機輔助稽查，陸空同步聯合進擊，讓露天燃燒行為無所遁形，經查獲屬實者，依空氣污染防制法規定，行為人將處新臺幣1千2百元以上10萬元以下罰鍰；違反者為工商廠場，將處新臺幣10萬元以上500萬元以下以罰鍰。

環保局表示，為讓稻農朋友們能更加瞭解環保局禁止露天燃燒的決心，將再指派專人拜訪當地農友及代耕農，面對面宣導說明。另該局為體諒農友的辛勞，也會提供22處集中收運點收受稻草或農業廢棄物，農友如在清運尚有不便之處，可聯繫該局(北投區清潔隊關渡分隊2895-0256、直屬清潔隊8712-3857)協助清運，再送往焚化廠集中焚化處理。(自立晚報2018/11/30)

圖說:以空拍機發現露天燃燒行為

 78歲老翁採果摔落傷頸椎 術後康復良好

七十八歲家住公館鄉的謝老先生，日前爬梯子摘水果時不慎摔落，導致脖子疼痛不已，以及雙手麻痛無力，送衛福部苗栗醫院急救，經核磁共振掃描檢查（MRI），發現有頸椎狹窄的現象並合併脊髓損傷，由神經外科醫師溫中瑜手術治療康復出院，昨天由家人陪同至診間向溫醫師致謝。

謝老先生復原良好，精神和氣色都很好，看到溫中瑜醫師高興地說：「手、腳麻痛情形，已改善很多，現在可以拿筷子吃飯了，走路也沒問題」，一再表達感謝。

溫中瑜指出，由於謝老先生傷勢是因高處墜落所造成，到院後立即進行MRI檢查，發現頸椎自第四至第七節有頸椎狹窄的現象並合併脊髓損傷，此種狹窄是由於前方的椎間盤突出以及後側的黃韌帶肥厚，造成神經被前後夾攻的狀態。

溫中瑜說，此種頸椎狹窄的病人，平時偶有四肢麻木無力，常常不予理會，然而在頭部外傷，車禍，或高處墜樓時，會比一般人容易發生脊髓損傷，造成四肢麻痛無力，甚至癱瘓的地步。

溫中瑜替謝老先生進行手術，做前後的拓寬，幫神經達到充分的減壓，進而先、後安排了椎板整形擴大術，及頸椎椎間盤切除及前融合術。患者於第一階段手術後，雙手的握力有明顯進步，二階段手術完成後，麻木疼痛的部分獲得進一步的改善，已康復出院。
