顧立雄遭爆喬弊案全案決送檢調

【台灣醒報記者譚有勝台北報導】金管會主委顧立雄31日遭爆干涉金融弊案喬事情！時代力量立委黃國昌在財委會請住宅基金會董事長陳明仁列席備詢，並與顧立雄當面對質是否曾阻止該基金會追償美商怡安保經公司。陳明仁指出，顧立雄在調查時不但私下要求他不得對怡安求償，也不得開除涉嫌提高保費的總經理侯自維。但顧立雄極力否認，並回擊黃國昌等人污衊他的人格。因場面異常火爆，財委會召委曾銘宗指出，該案已涉及刑事，決移送台北地檢署偵辦。

住宅地震基金每年支出高達8億再保費用，並規劃在2018年國際再保險目標費率每年降5%，但事實上並沒有達成，黃國昌質問，為何住宅地震基金不求償？陳明仁憤慨地說，台灣住宅地震基金國際再保業務是透過美商怡安保經公司處理，但近10年來國際再保都沒有賠付給台灣。

陳明仁直言，他早前就已經發現怡安沒有賠償，「但金管會不要我們去追償。」黃國昌隨即問，「金管會裡誰不要你求償？」但陳明仁忐忑地說，「如果我跟你講這些事，這個位子我就幹不下去了！」

陳明仁指控，4月24號顧立雄召開研議地震基金會再保爭議，但開會到一半時，顧立雄請所有人都離開，只留下他和顧立雄2人，顧立雄隨即對他發下3道命令：第一，不得求償。第二，總經理必須留任。第三，小心業務費用，不然會跑法院。但陳明仁指出，總經理侯自維蓄意配合美商怡安公司提高價格，「總經理吃裡扒外，我希望能夠把他換掉。」

對此，顧立雄趕緊澄清，陳明仁告訴他要開除總經理，所以他才必須知道總經理調高再保費用的合理性和約定規範，也請陳明仁找律師聽取意見，「不論保經公司要不要求償，我們只希望再保業務不要開天窗！」

黃國昌隨即問顧立雄，他過去是否當過怡安的訴訟代理人？顧立雄回應說，怡安是他之前擔任律師的萬國法律事務所的客戶，沒有擔任過其訴訟代理人。但黃國昌拿出公文指出，顧立雄在2015年遠航跟怡安保險的案子曾擔任其律師，質疑顧立雄說謊。顧立雄怒吼，「那時只是同事請他幫忙處理，若要以這點質疑我的人格，我不能接受！」

因雙方砲火全開會議異常混亂，最終財委會召委曾銘宗決定，將質詢的錄音、錄影移送地檢署正式偵辦，他認為，此案已經升級到刑事案件，有人叫董事長不要依法求償，這是否要從中圖利？尤其顧立雄在講不要求償時是支開其他同仁單獨談話，有相當大的疑慮。
