轎車闖紅燈拒攔查逃逸 警開3槍逮人

新北市土城發生警匪追逐案，員警攔檢一輛闖紅燈的轎車，41歲的鄧姓駕駛一開始假裝配合，後來卻突然倒車、衝撞警用機車，警方對空鳴槍，還朝車輪開槍，一路追捕，最後壓制其中一名男子，另外兩名嫌犯趁機逃跑。
沒有熄火還倒車撞倒警用機車，車上被攔檢的三人想要倒車逃跑，警方拔槍對空鳴槍，也朝著車輪開槍，一共開了三槍，但是嫌犯還是要逃，一路倒車，警方追了上去，紅色轎車倒車不到30公尺，撞上了停在路邊的兩輛休旅車，車上三人棄車逃逸，在新北市土城青雲路巷子裡，警匪一路追逐，目擊的民眾還幫忙指引警方嫌犯逃走的方向，一名男子被當場壓制。
這名41歲鄧姓駕駛因為毒品案被通緝，昨(4)日下午3點45分闖紅燈，被清水派出所巡邏員警發現開的是贓車，一開始駕駛假裝配合搖下車窗，隨後突然加速倒車逃跑，最後被逮，但另外兩人趁機逃逸，警方先將被逮的嫌犯帶回派出所訊問，釐清相關案情，也持續追查另外兩人。
僱用安定措施如虛設 學者批門檻過高
【台灣醒報記者楊蕓台北報導】為避免因經濟不景氣，迫使企業大舉裁員，引發失業潮，政府在《就業保險法》中訂有「僱用安定措施」，啟動指標為「就業保險失業率連續3個月達2.2％以上」，鼓勵企業以縮短工時及調整薪資等渡過非常時期。然而，此機制自2009年修法以來從沒啟動過，遭勞動學者批評就業保險失業率門檻過高，無法及時反應景氣衰退情況。
民進黨立法委員鍾孔炤、尤美女等13日舉辦「台灣積極性就業安全體系」公聽會。鍾孔炤表示，《就業保險法》不僅提供勞工遭逢失業風險事故時的失業給付、提早就業獎助津貼、職業訓練生活津貼、育嬰留職停薪津貼，以及失業之被保險人及隨同被保險人之健保費補助等5項保險給付，更是所謂「僱用安定措施」的重要法源。
「僱用安定措施」為因應因縮短工時而降低工資的情況下，政府發給勞工的津貼。依《就業保險促進就業實施辦法》，辦理條件為「每月領取失業給付人數佔該人數加上每月底被保險人人數之比率（即就業保險失業率），連續3個月達2.2％以上，且該期間的失業率未降低時，得辦理該措施」，但鍾孔炤認為，因其啟動門檻非常高，自2009年修法以來從沒有啟動過。
台灣勞工陣線秘書長孫友聯認為，僱用安定措施屬政府預防勞工大量失業的積極性機制，但因門檻嚴格從沒啟動過，「既然啟動機制的前提是維繫僱傭關係，勞動部應該要檢討就保失業率2.2％的門檻是否太嚴苛，否則明明社會有需求，卻完全無法啟動這項保護機制。」
「就業保險失業率無法反映出景氣衰退的實際狀況。」文化大學勞工關係學系暨研究所教授李健鴻指出，台灣最高就業保險失業率是2009年7月的2.04％，當月失業率為6.07％；而歷史最高失業率是同年8月的6.13％，但當月的就保失業率卻下降到1.56％，」這是因領取失業給付人數從7月的11萬3千多人下降到8月的8萬7千人，讓就保業失業率大幅下降，卻無法反應實際失業率的升高。
李建宏表示，2008年9月爆發金融海嘯，台灣10月下旬開始失業率急遽攀升，11月出現無薪假、縮短工時等案例，然而，卻直到隔年7月就保失業率才達到2.04%，「當時很多勞工已經被解僱，即使就保失業率達到2.2％標準，也無法達成僱用安定措施的『預防失業』目的」，他認為，就保失業率應該直接廢除。
勞動部就業服務組組長陳世昌坦言，就保失業率確實是落後指標，也無法與失業率完全百分之百連動，但他認為與失業率仍有「一定的」相關性。勞動部政務次長施克和也認同就保失業率指標無法反應實際景氣，「無論未來要採取單一指標還是綜合性指標，勞動部都可以再討論。」
